Daily wager Dilemma

Government departments face the ire of public that they do not function well and perform.If you ask a staff in the Government office, he/she will express being busy and doing hard work. This may not be true of all the staff members but of a few. 
 In one of the review meetings, a discussion on such issues the general expression was that most of the field units of any government department rely heavily on "daily wagers" than on the permanent staff. A random check of 5 field units invariably vindicated this understanding that daily wagers are working as "surrogate" for the permanent staff. In one of the offices the permanent staff member on being asked for some information, handed over the receiver of the phone to a daily wage helper  and asked me to get the information from such a person.

The discussion on this issue precipitated to the governance in the country and how the current Prime Minister is functioning (Not) may be tackled by having Daily wager surrogate for the PM's post!!!! Corollary could be that the UPA President is the daily wager PM and that also is not working well because the Daily wager is the boss and the permanent staff is subordinate to that position. In the next elections let us elect a Daily wager as the regular PM!!!!!!!!
